The registers held are EUIPO, EPO, the national offices, and the Madrid and PCT routes. The dataset is assembled as part of a research project with Mykolas Romeris University.

On top of the registers sits a layer the registers do not publish: the resolved representative behind each right, so that who filed and who manages each right can be read across offices and years.

From these, the rating outputs are computed under the published, versioned methodology. Every release is dated, so a result can be tied to the data it was computed from.

Three ways to get data

Data-use terms for research extracts

• Non-commercial use only.
• Use is limited to the stated project and question.
• No redistribution of row-level data and no republication of a substantial part of the dataset.
• Attorneys are natural persons. Person-level records are used for the project only, are not combined with other sources to profile individuals, and are deleted or returned to aggregate form at project end.
• Attribution to IPRATE, with citation of the methodology and of the relevant Zenodo record.
• A copy or preprint of any output on publication.
• No exclusivity and no fee in either direction.
• IPRATE may decline or narrow a request. The scope of each extract is agreed individually.

Conflict of interest: the dataset is maintained by a company whose principal is also a researcher on it. Manuscripts should say so, as IPRATE's own papers do.

Questions worth asking

Potential topics the dataset can support. A proposal on any other question is as welcome.

• Route layering across Europe: whether national and EU trademark routes substitute or stack, country by country.
• The extensive margin of filing gaps: how much of the difference between countries is firms that never file, and what the SME Fund changed.
• Representation structure: concentration of filing work among representatives, in-house against outside counsel, and how it moves over time.
• Renewal survival as a quality signal at the firm level.
• Solo practitioners against firms: outcomes conditional on caseload and class mix.
• Foreign-associate flows: which countries' applicants use which countries' representatives, and whether the flows are reciprocal.

Say who you are and what you want to find out. The form asks for institution and role, the stage of the work, the question, the data needed, period and jurisdictions, a timeline, and the supervisor for a student request.
